Assistant City Manager Jason DeLorenzo presented a four-step engagement strategy to reengage stakeholders for Phase 2 updates to Palm Bay’s Land Development Code. He said the effort focuses on transparency, inclusion, responsiveness and balanced outcomes and will include one‑on‑one listening sessions, focus groups and town halls, publication of a red‑line draft showing proposed changes, and a formal public hearing sequence culminating in Planning & Zoning and council action.
DeLorenzo said the process is not simply technical editing but intended to reflect community values about neighborhood protection, design standards and process clarity. He asked the council to continue three public‑hearing items related to Phase 2 to Jan. 15, 2026 so the team (including Growth Management Director Lisa Frasier and consultants) can complete the outreach and prepare a red‑line document for public review. Council approved the requested continuance.
Council members asked for stakeholder meeting timing and locations; DeLorenzo said the first stakeholder meeting is set for 9–11 a.m. next Monday in the City Hall first‑floor conference room. Council emphasized the need to incorporate feedback and to coordinate Phase 2 work with infrastructure and developer incentives discussed elsewhere on the agenda.
