Scranton council advances flood-protection easements, introduces multimodal grants and adopts small firefighting award

The Scranton City Council on Feb. 19 advanced an ordinance to acquire easements needed for the Keizer Valley flood protection project and introduced two PennDOT multimodal grant items for committee review.
At the meeting the council heard a reading by title of council number 6-20-26, an ordinance authorizing acquisition by easement, deed in lieu of condemnation or otherwise of land rights needed for permanent and temporary easements to complete the Keizer Valley flood protection project and authorizing a declaration of taking pursuant to section 302 of the eminent domain code if required. A motion to pass the item’s reading by title carried on a council voice vote.
Council also moved to introduce resolution 5b, authorizing the mayor and appropriate officials to execute and submit a grant reimbursement agreement with the Commonwealth of Pennsylvania, Department of Transportation, for an estimated $269,400 from the multimodal transportation fund to be used toward installation and upgrading of fire-station warning lights. Resolution 5c, introduced immediately afterward, would pursue roughly $3,000,000 in multimodal transportation funds for the Ash Street Bridal replacement project. Both items were introduced into their proper committees after motions to do so were approved by voice vote.
The council adopted resolution 7a, accepting a Pennsylvania American Water Firefighting Support Grant of up to $2,000 on behalf of the Scranton Fire Department. The chair declared the item "legally and lawfully adopted" following a roll-call vote in which all listed members voted yes.
Council also confirmed a series of reappointments to local boards and authorities: Adela Artley to the Scranton Human Relations Commission (term to 03/02/2031), Pedro Anas to the Scranton Soar Authority (term to 03/26/2031), Christine Emmanuel to the Scranton Redevelopment Authority (term to 02/04/2031), and Pedro Anas to the Scranton Human Relations Commission (term to 03/26/2031). Each reappointment was recommended by the committee chair and adopted by roll call.
The meeting closed with a motion to adjourn.
