Committee reports multiple education bills to the full Senate, including teacher-reassignment and homeschool athletics measures

A Senate committee on Feb. 24 advanced multiple education-related bills and committee substitutes to the full Senate by voice votes.

Counsel Hank explained each measure in turn: a bill allowing county boards to rescind a prior permanent school-closure decision by majority vote on or before July 15 if reversed (counsel’s summary); a committee substitute permitting reassignment of school employees after the second school month when student-population shifts leave employees without assignments (SB 1061 committee substitute); a change to the definition of a long-term substitute so that a superintendent must expect a vacancy to be permanent (SB 1064 committee substitute); a requirement that vocational agriculture programs be offered to all students and only terminated if they have the lowest enrollment, with a reporting requirement to "Loesia" explaining termination; and a committee substitute allowing homeschool athletic organizations to play SSAC member schools in regular-season contests if they meet comparable safety, eligibility and insurance standards while excluding homeschool teams from SSAC official rankings and postseason competitions.

The committee heard brief questions on each bill — including whether the state board rulemaking would apply beyond public schools (Hank said it would not govern private or home schools) and whether homeschool athletes would be subject to transfer rules (Hank said transfer rules likely apply and referenced the "Tim Tebow" provisions) — and then adopted motions to report each bill or committee substitute to the full Senate with a recommendation that it pass. The chair also warned members to consult the bill text because a committee substitute’s title shown in chamber automation can differ from the substitute’s language.
