Council approves $14,000 change order for vapor barrier at community center gym floor

Parks & Recreation staff told the council that recent concrete moisture testing on the new gym slab at the East Ridge Community Center showed moisture levels above the acceptable threshold for installing a permanent wood gym floor.
Staff recommended installing a 20‑mil vapor barrier under the full gym slab to prevent moisture intrusion and protect the $200,000 wood floor planned for the facility. The recommended change order totaled $14,001.68; staff said the project contingency contains sufficient funds (approximately $17,005 saved from other areas of the project) and that the change order would be charged against that contingency rather than new capital appropriation.
Council approved the change order so the gym floor work can proceed with the vapor barrier in place. Staff noted the floor‑leveling, grinding and moisture‑control testing that have already been completed and said the vapor barrier will be installed under the tile/wood sections to prevent premature floor failure.
