City council approves vacation of short segment of Wall Street between 2nd and 3rd

The Imperial City Council voted unanimously March 4 to vacate a short segment of right‑of‑way known in staff materials as 0 Street (Wall Street) between 2nd and 3rd streets.
Planning staff recommended the vacation, saying the segment experiences low vehicle volumes and ‘‘does not function as a critical link in the city’s transportation network’’ and that utilities and emergency access would not be significantly affected. After brief public comment, the council closed the continued public hearing and approved the vacation on a 4–0 roll call.
Resident commenter Mister Rausch urged the council to consider access and environmental review, saying parts of the parcel were bulldozed and had mounds of dirt that made the property ‘‘impassable’’ and argued that even one house would present only a ‘‘de minimis’’ traffic impact. ‘‘I think the city council should be consistent and allow us to build a house,’’ Rausch said during public comment.
Council members asked staff clarifying questions about whether utilities or emergency access would be affected; staff said the proposed vacation would not create significant traffic impacts or impair emergency access. The motion passed 4–0 with Council members Alvarado, Barnwood, Tucker and Mayor Pro Tem Mendoza recorded as present; Mayor Obaso Martinez was absent.
The council did not identify any follow‑up conditions in the hearing; staff will proceed with the administrative steps required to effect the vacation.
