Shenandoah MDD eyes parking, roundabout and drainage work while approving David Memorial reimbursement

Lisa, MDD staff, presented the May cash-flow report, saying cash “started off at 2.4,” revenues were “about $262,000” largely from sales tax, and available cash after reserves was about $405,000. Joseph, city staff leading the capital plan presentation, said MDD-eligible projects being considered include a North Tamina regional drainage study (previously presented at $92,600), additional parking at the main park (new estimate $272,100 for design and construction), a parks-and-pathway master plan study (not to exceed $50,000), and a southbound queue/U-turn lane extension north of Shenandoah Drive (preliminary construction estimate $300,000; staff proposed funding initial design of roughly $45,000 while TxDOT would handle contract construction under an advanced funding agreement).
On the parking proposal, Joseph said the corrected construction estimate is approximately $272,100 and that the work would add roughly 12 spaces. A council member asked whether a formal study had been done to measure overflow events; Joseph said no formal study exists and staff had relied on observations from residents and weekend patterns. Staff suggested the parks/pathway study could provide more complete data and recommended considering the parking project as part of that broader study.
On the Vision Park roundabout, Joseph said the scope includes removing the existing large rock feature and replacing it with stamped concrete at a different elevation so drivers will not mistake it for a travel lane; the change aims to better accommodate heavy truck turns. Joseph noted some vendor bids—for example, court resurfacing—have come in higher than estimates (one bid near $70,000 versus a $25,000 estimate), so staff will seek additional bids and may recommend delaying projects with weak price competition.
Directors also reviewed the status of the Tamina utility/CCM transfer and related water-plant work. Staff reported a survey discrepancy had delayed PUC action but that they had resubmitted materials and expected a PUC review decision around July 20; a bid opening for the water well and plant was scheduled locally.
On the David Memorial change order, Derek said the contractor (Bryce Civil) finished early and performed well; as a result staff identified contract savings and adjustments. Joseph and Lisa explained the city council had funded the change order on May 22 to ensure prompt contractor payment and the MDD was being asked to reimburse the city. Staff reported the MDD’s net payment obligation would be substantially reduced by a county reimbursement; staff moved to reimburse the city $227,000 and the motion passed unanimously.
