Taft council approves 2025 housing element annual progress report, finds CEQA exemption

The Taft City Council on March 3 approved the city’s 2025 Annual Progress Report (APR) for its 6th-cycle housing element and general plan and authorized staff to submit the report to the California Department of Housing and Community Development and the Governor’s Office of Land Use and Climate Innovation.
City contract planner Jenna (speaker S6) told the council the APR is an annual state requirement that tracks the city’s progress implementing the housing element and general plan and noted the documents must be submitted by April 1. The staff recommendation included a finding that the report is exempt from the California Environmental Quality Act under the CEQA guideline cited by staff.
Councilmembers asked procedural questions and commended staff work. Councilmember Kreier (speaker S5) praised the effort, saying, “They did a great job,” after reviewing the report and noting the extensive work required to meet regulatory requirements. There was no public testimony during the hearing.
The council approved the staff recommendation and resolution to submit the APR to state agencies. The motion passed on a 5-0 roll call vote. The report will be filed consistent with the schedule staff described at the meeting.
What happens next: staff will finalize the APR package and submit it to the state offices named by staff. The council did not take any additional rezoning or plan-amendment action during this hearing.
