Commission authorizes procurement flexibility and approves $2.12M Davis Behavioral Health contract

The Davis County Commission on March 3 approved a resolution giving the county purchasing agent discretion to use currently permitted procurement methods and certain alternative methods while staff rewrites the county purchasing policy.
Comptroller Scott Park told commissioners the purchasing policy is undergoing substantial revisions and the resolution will allow the county to "use all the tools that are available to the state of Utah" where appropriate to maximize purchasing value until the new policy is adopted. Park said the county will report back on any use of alternative procurement methods.
Separately the commission approved an amendment to the county's contract with Davis Behavioral Health. Scott Park said the amendment appropriates county funds for services the county is statutorily obligated to provide but for which it contracts with the nonprofit; the payable amount is $2,123,200 for the contract term referenced in the agenda, with no increase over the prior year.
The procurement resolution was passed as a separate motion and the behavioral health contract amendment was approved by voice vote.
