Staff says Oro Valley has completed or advanced all general-plan actions; 2025 report highlights water, trails and projects

Malini Sims, a principal planner for Oro Valley, presented the town’s 2025 annual progress report for the general plan "Your Voice, Our Future." Sims told the Planning and Zoning Commission that the plan—ratified by voters in 2016—has seen substantial implementation over nine years and that staff has addressed, prioritized or transferred the plan’s actions. "To date, 100% of those actions have been addressed," Sims said.
The annual report focuses on remaining and ongoing actions; Sims said of the 33 actions remaining at the start of 2025, four were completed or maintained, 23 are actively worked on, and six were transferred to OV Path Forward, the successor planning effort now underway. Projects highlighted in the presentation include a town facilities and space‑needs study completed in mid‑2025, renewed public‑art tours and pop‑up events, inventorying town trees, and continued coordination on trails planning through OV Trails Connect. Sims also noted infrastructure efforts including a northwest recharge and recovery delivery system that when completed in 2026 will increase the town’s potable delivery capacity by about 150%.
Sims said the mandatory annual report satisfies state law requirements and provides transparency about how plan commitments have been implemented or prioritized. The commission thanked Sims and had no substantive objections.
