After identifying about $20,000,000 in allowable special-fund offsets, he presented an adjusted request of $232,000,000 and said special funds and carryovers are not guaranteed year to year.
"We are already running into a deficit," CFO Hernandez said. "So let's assume that this projection is on point and is $8,900,000 deficit for this year. ... So when you see that last column that says $18,900,000 deficit for next year, it's made out of the additional $8,900,000 of deficit for this year, plus another $10,000,000 to cover some of those increases that we have for next year."
