Healthy Children's Fund updates: $1.8M in awards, contracts to council and a report-card drafting team

Sarah, a member of the implementation team, told task force members that the Innovative Services Fund RFP process closed and resulted in $1,800,000 in awards to local early-learning and care projects. "We ended up awarding $1,800,000," she said, and noted that contract coordinators are finalizing agreements. Sarah said two items — a CREC (Center for Retention and Expansion of Child Care) contract and a drop-in care system contract — will be on the county council agenda for approval tomorrow.
John Scanlon, who chairs the public works and health committee, previewed committee and council packets and encouraged members to watch or attend the meetings. Members discussed inviting legal staff and solicitors to a public event tied to the Community Foundation’s March 5 session with Washington Solicitor General Noah Purcell.
The implementation team reported progress on a subsidy and rate-augmentation RFP: the document was expected to be ready for internal review by the end of the week. Staff also described plans to hire two contractors to support communications and project management for the Healthy Children’s Fund.
Ray Deck updated the group on a memo the task force drafted in response to a council request from councilmember Buchanan about evaluation timing; Ray said council edited Buchanan’s resolution and the matter passed the council 7–0. "It went that informed the edits that the council made ... and that did pass, 7 0," he said.
On task-force administration, Sally Quinn moved to approve the Dec. 30 minutes and Sterling confirmed the second after a friendly amendment to clarify a temporary replacement; the group approved the minutes by chat/voice. Members then recruited volunteers to join a drafting team for the May report card; at least two volunteers plus Ray and one additional member committed to the draft team.
Members agreed to coordinate review of the draft report with the county health department before it goes to council and to continue subcommittee work to align the report-card deadline with the implementation plan timeline.
