Chair opened the discussion by thanking city workers for their response to a recent, heavy snow event and said staff would report back on operational priorities, equipment and communication. The administration noted it had issued more than 200 sidewalk‑violation notices that triggered city clean‑ups and subsequent invoicing. Councilors emphasized the need to assist older residents and discussed non‑punitive neighbor‑helping options.
Separately, the council adopted the 2025 Aquidneck Island regional hazard mitigation and flood management plan, a step that Director of Resilience and Sustainability Teresa Crean said makes Newport eligible for FEMA hazard mitigation grants — including HMGP and flood mitigation assistance. “By having an approved hazard mitigation plan, we are eligible for FEMA grants,” Crean said.
The council also adopted a resolution recognizing Black History Month and amended the language to allow annual commemoration events at City Hall or other municipal locations; Councilor Pinock introduced the measure and spoke emotionally about representing communities of color on the dais. Finally, the council passed a resolution urging state lawmakers to support bills (H7272 and S2380) intended to preserve operations at the Noreen Stoner Drexel Birthing Center at Newport Hospital.
Councilors said the actions were designed to improve public communications and preparedness, support vulnerable residents, and advocate for local healthcare capacity.
