Finance committee clears Title 13 billing draft for assembly with limited edits

The Skagway Municipality finance committee on Feb. 5 recommended that the assembly consider a narrowed draft of Title 13 public-utilities amendments that focuses on delinquent accounts, corrects a pronoun in section d(2), and omits a proposed change to collection-day timing.

At the meeting Chair opened review of the packet and asked Alex (staff) to summarize the history: language had been deferred while related ordinances were adopted elsewhere, and much of the solid-waste text was already covered in Ordinance 24-01. Alex said the delinquent-account language remained of interest and recommended sending that portion forward with a clean draft. Committee member Deb criticized the draft’s phrasing and noted the code as published reads more cleanly: "on collection days" rather than the draft's additional "no earlier than 4AM" restriction. Manager (municipal manager) advised that removing the e section from the draft would avoid duplicating existing code and simplify the ordinance presented to the assembly.

Committee members also caught a gendered pronoun in charges language (d2). Deb moved to recommend the ordinance to the assembly with a pronoun correction and removal of the proposed amendment to section e; the motion was seconded and the committee proceeded to carry the revised recommendation forward after brief discussion and delivery of a clean draft back to the committee prior to the assembly hearing.

The committee’s action was procedural: staff will prepare a consolidated clean draft showing only the delinquent-accounts changes and the minor pronoun edit before the ordinance is placed on the assembly agenda.
