The Skagway Municipality Finance Committee recommended awarding a tariff-review contract to IAMPE for $14,900 and approved moving forward with a port comprehensive rate study proposed by Northern Economics.
Manager Deetsch told the committee the tariff review would update language and protective regulations for the port, while a separate rate study would examine rates for warpage, dockage and containerized ore and ensure rates cover maintenance, capital projects and staff growth. Director Jennings’ memo (in the Ports & Harbors packet) was cited as background for the proposals.
Committee members urged the consultants to analyze the cruise-related "head tax" separately from a uniform percentage increase across all fees. Chair Hansen said a head-tax analysis should be a standalone item because tourism is the primary economic driver affecting port services. Deb Hanson and Alex Waddell supported that direction.
The committee moved and recommended the IAMPE tariff review for $14,900 and the Northern Economics rate-study proposal (discussed in the meeting at approximately $30,300 for the scope presented). Staff said any rate adjustments would not take effect until the following year and that the costs can be covered under the port contractual line of the port fund.
