A committee member raised the need to consider first-aid kits or an on-site medical provider at municipally declared festivals after a recent event lacked a basic first-aid kit. The Health, Education and Welfare Committee discussed AED placement, signage indicating Narcan availability, and whether public access to AEDs requires training.
Volunteer Stacy, who identified herself as a volunteer with the fire department, described AEDs as user-guided and urged availability with reasonable safeguards: “the machine itself speaks to you,” Stacy said, noting that following on-device instructions and prompt CPR can save lives.
Committee members expressed concern about publicly accessible AEDs and warned that untrained use could be risky, but also noted that not having life-saving equipment immediately available can worsen outcomes. Members suggested reviewing existing municipal policy about AEDs and first-aid equipment and considering whether rental agreements for event venues should require basic medical kits.
No formal policy change was adopted; the moderator asked members to review current policy language and bring proposed edits to a future meeting for formal consideration.
The committee did not vote on any new requirement at the meeting.
