Committee recommends KPFF permit proposal for marine services platform, contingent on Yukon reimbursement

The finance committee voted to recommend that the Assembly approve a KPFF proposal to perform environmental permitting work for a marine services platform (MSP) at a not-to-exceed cost of $120,037, contingent on a transfer-payment agreement with the Yukon government for full reimbursement.

Manager Emily Dietch said the Yukon government previously financed the original MSP design and is prepared to move forward with permitting; staff recommended starting permitting now because the process can take 18 months or more. Dietch explained the same arrangement had been used previously, and staff expect the Yukon to reimburse the Municipality as permitting costs progress. Dietch also noted that some earlier permits had expired and that renewal is prudent given timelines.

Committee members asked about permit durations and whether prior permitting experience might shorten the process. Dietch said there is hope for a faster review but that agencies still expect certain sampling and marine mammal monitoring, and the permitting clock can still be lengthy. A committee member moved to recommend approval of the KPFF permit proposal contingent on the Yukon transfer-payment agreement; the motion was seconded and approved by unanimous voice vote.

The committee recorded the recommendation for the Assembly and noted it will not proceed with contract execution unless the transfer-payment agreement is in place.
