Dietch described the project as a fixed industrial dock designed to handle a range of cargo types and noted key components including a new fuel header (moving fuel lines to the dock edge), demolition of a timber dock, uplands improvements to support heavy staging, and the need for design milestones (staff expect to reach roughly 35% design before a grant would be awarded). She told the committee that the construction is expected to occur more in 2028 and that restricted matching funds would be held and budgeted as project costs arise rather than drawn at once.
Committee members questioned operational details including crane capacity, how heavy cargo (bridge timbers, rail components) would be offloaded, tonnage limits relative to nearby bridges, removal of an ore conveyor, and whether the committed match is an immediate budgetary draw. Dietch said some questions (bridge capacity, exact crane plans) require further design and engineering and staff will provide the information as it is developed. On the match amount, the transcript includes multiple references (staff referenced $12,000,000; an attending member referred to figures of about $12.3 million to $12.4 million), so the committee motion describes the municipality’s commitment as approximately $12 million to $12.4 million as the match to be staged across budget years.
After discussion, a committee member moved to recommend Resolution 25-20R to the Assembly and the motion passed by voice vote (3–0). The recommendation will be forwarded to the Assembly; staff noted that the municipality must adopt a local resolution by the Assembly meeting on or before the application deadline to be considered for the PIDP award.
The project remains at an early design phase; staff said the design could be amended after award so long as the dock still serves the core purposes described in the grant application.
