Parks and Rec forwards amended trail plan, removes unilateral manager edit language

The Parks and Recreation Committee voted to forward Resolution 25-28R — approving the Skagway comprehensive trail plan as a working document — to the Skagway Municipality Assembly with an amendment removing the borough manager’s unilateral authority to modify the plan.

Committee members debated how the working document should be updated. Assembly Member Waddell argued community input and elected-member oversight are important and moved to strike the words that would allow the borough manager to modify the document alone; a motion to that effect was seconded and carried by voice vote.

Why it matters: designating the document as a working document allows updates while preserving assembly oversight. Members said they wanted checks and balances so a future manager could not make unilateral changes that bypass community input.

During discussion, members noted the plan has been under development for several years and contains sections that need updating. One member asked whether the borough manager should have the unilateral power to make changes; several members and the manager said they preferred vetting changes through Parks and Rec or returning to the Assembly.

The committee voted to forward the amended working-document resolution to the Assembly for final approval. No specific funding changes or regulatory shifts were decided at the meeting; the amendment concerns the process for how the trail plan will be updated in the future.
