Committee asks staff for phased, budget-minded options on Main Street redevelopment

The Public Works committee asked staff to prepare phased, budget-conscious options for Main Street redevelopment and to include a minimal, essential-infrastructure alternative for public review.

Chair introduced correspondence from a resident asking that staff evaluate an option that keeps improvements within the existing footprint. Committee members, led by an assembly member who raised budget concerns, urged staff to prioritize essential infrastructure that addresses failing utilities and storm drains rather than ambitious design features. "I would really like to see an analysis of what's really, really necessary," the assembly member said, pressing for a 'bare bones' option.

Manager Emily Deach described the utilities beneath Main Street as corroding and said some sections are at risk of failure, which could cause the road to cave. She also cited noncompliant curb ramps and problematic school drop-off parking that the project would address. Deach said utilities work would require opening the road and repaving the surface but emphasized that consolidating utilities into a single trench and using longer-lasting materials would extend asset life.

Several members referenced past local projects with high designs and costs and urged that the next public presentation include both the more elaborate concepts and a stripped-down alternative that focuses on storm drains, sewer function and ADA curb ramps. A committee member moved and the committee voted to request that staff return with phased options and cost estimates and to indicate what could be done in sections rather than all at once.
