Waddell noted the memo also suggested determining whether the Skagway Traditional Council (STC) will choose the two designated parcels for a memorial and to confirm that decision by 95% design.
Committee members debated whether the two 5,000-sq-ft lots previously designated by resolution for STC’s memorial (interpreted as two 5,000 lots or one 10,000 lot) should remain on Block 95 or be moved to Block 102. A member proposed vacating certain Lot lines on Block 102 to create two 10,000-sq-ft parcels adjacent to State Street so the parcels would be clearly designated for multifamily or larger structures; staff said the RFP for utilities could proceed while final placement of an STC memorial is confirmed by 95% design.
Deb (member) moved and another member seconded to vacate the two lot lines and remove the mobile-home reference from the conceptual layout dated 07/01/2024; the committee approved the motion by voice vote.
Staff will update the conceptual layout to show the two 10,000-sq-ft parcels on Block 102, remove the mobile-home terminology, and proceed with the RFP for utilities while clarifying the STC selection deadline before 95% design.
