The Skagway Finance Committee on Jan. 15 recommended that the municipal assembly accept a Phase 1 BRIC (Building Resilient Infrastructure and Communities) award for landslide mitigation design and that staff sign the obligating award documents with the state. The Phase 1 award was stated as $1,623,037.55; Manager Deitch said the municipality has budgeted an approximate local match of about $470,000 in the current fiscal year.
Manager Deitch described Phase 1 as a full design and permitting package with milestones (30/60/90/100 percent) and noted NEPA is likely the longest lead item. FEMA will review Phase 1 deliverables and decide separately whether to fund Phase 2 (construction); the municipality has not yet been awarded Phase 2. Deitch said the Phase 1 scope also requires the municipality to evaluate alternatives, including the option FEMA requested to study moving the dock.
Alex moved that the committee recommend accepting $1,623,037.55 in Phase 1 BRIC funds and authorize staff to submit obligating documents; Potter seconded. The motion passed by unanimous voice vote. Committee members emphasized that Phase 1 will produce a design and cost estimates and that any construction funding for Phase 2 will depend on FEMA's later decision.
