Manager Deach said the work was originally part of the ORDOT redevelopment but was descoped; Hamilton provided a head-frame quote the committee received that morning. The head frame and batter piles will allow the ramp to be lifted for servicing the float rather than leaving the ramp on during winter, a condition that raises concern because extreme tides can push the ramp and head frame into problematic positions.
Committee discussion focused on timing (an existing permit for piling work expires March 31, so doing work while the contractor is mobilized reduces remobilization costs), engineering unknowns tied to final design, and cost uncertainty. Members reviewed two line items from Hamilton — a $78,800 batter-pile option (with an equipment-availability caveat) and a $179,000 head-frame installation — which together total about $257,800 exclusive of pile material and potential engineering-driven changes.
Alex Waddell and other members urged staff to clarify whether final engineering will materially change the price and to identify funding sources (repairs-and-maintenance funds, leftover bond proceeds, or capital allocations) before the assembly sees the item. "We need more information about what the plan is and ... a better idea of the dollars," Manager Deach said.
No committee motion or vote occurred; staff will obtain final engineering, firm bids or clarified scopes, and funding recommendations and return to the assembly with more complete information.
