Contracted technical assistance group briefs Civic Affairs on childcare subsidy pilot and proposed endowment trust

Eliza Russell, who said she was representing SDC (contracted to assist the Childcare Council), briefed the Civic Affairs Committee on a three-year pilot subsidy program modeled on a Juneau program and funded through a state Innovate grant.
Russell said the pilot helped sustain several local child-care programs — including a preschool and Little Dipper's Learning Center — by covering subsidy gaps that make the business model work in Skagway. "We started this subsidy program, a pilot program in Skagway, and we really saw, wow. This is huge," she said.
Russell said the group is exploring formation of a childcare endowment trust and is working with the Alaska Community Foundation to act as the trust holder. She described the effort as preliminary and asked the committee to be open to partnership or funding conversations as the plan moves forward.
Borough Manager Emily Deach said she has discussed the idea with the group and that staff have begun early conversations about potential municipal roles; Russell said she would keep the committee informed as the group refines the plan and identifies funding needs.
No committee action was taken; the item was presented as information and potential future partnership.
