Residents urge more review time for Skagway 2030; Assembly proposes regular section-by-section reviews

Summary
Public commenters asked the Assembly for more time and clearer opportunities for community input on the 2030 comprehensive plan; Chair Charity Pomeroy proposed reviewing one plan section at each Civic Affairs meeting and tying future decisions to the plan's 'triple bottom line.'
During public comment, Sherry Corrington urged the Assembly to give residents more time to review the 2030 comprehensive plan before substantive decisions are made, saying a 265-page document requires more than a day or two for meaningful input. Corrington said publication timing and short public-review windows limited community engagement.
Chair Charity Pomeroy responded by proposing that Civic Affairs review one section of the Skagway 2030 plan at each meeting and require members to state on the record how proposed ordinances, CIP requests or development proposals advance the plan's triple bottom line (economic, environmental and social/cultural aims). Assembly member Deb Potter and others supported using the McDowell survey material gathered during the pandemic as supplementary community input.
Members agreed generally that incremental, sustained review would help the town prioritize actions and align budgeting and staff work with the comp plan. No formal motions were taken to adopt a schedule; the discussion closed with agreement to continue the plan as a standing discussion item at future Civic Affairs meetings.
