Assembly rejects procedural-rule amendment, approves school-letter, West Creek fee and ferry comments; liquor-license protests fail

The assembly voted on several procedural and administrative items at its July 17 meeting.
Resolution 25-17R, which would have amended assembly rules to address motion restatement discrepancies, failed after extended debate over attorney review and whether Robert's Rules practices should be retained. A motion to send the resolution to Civic Affairs for further review also failed; the final roll call on adoption recorded six no votes.
On education policy, the assembly approved a draft letter to the Alaska Board of Education opposing proposed changes to local contribution statutes that would count certain in-kind contributions against contribution caps. Assemblymember Hansen and others urged residents to submit personal letters to the board before the July 25 deadline; the motion to approve the municipal letter passed (roll call recorded six yes).
On land and budget items, the assembly approved the West Creek Subdivision Cultural Coordination Part 2 fee proposal in the amount of $32,719.50; members noted that the project had an initial budget allocation that required an updated estimate. Assemblymember Hansen described the work as surface-level archaeological research and said additional scope and cost refinements were coming.
The assembly also approved draft comments to the Alaska Marine Highway Service on the winter 2025–26 ferry schedule. Manager Deach said staff solicited input from the marine-ad hoc chair, superintendent and tourism director; members favored a Thursday–Friday pattern as a possible improvement to serve local business and school travel needs.
Finally, motions to formally protest three liquor-license renewals (Olivia's at the Skagway Inn; Skagway Fish Company; Fraternal Order of Eagles) were each moved and put to roll call; each protest motion failed with six no votes.
Next steps: staff will finalize and deliver the approved letter to the Alaska Board of Education and present the CPV and port-tariff studies to advisory boards; Civic Affairs will follow up on dog-park site options and the manager will consider whether to restart an internal post-meeting follow-up summary for staff.
