She told the assembly that without an enforceable standard and review process, the only local remedy is a recall petition, which she described as divisive.
Clody said recent assembly behavior—that included walkouts and procedural disputes—demonstrated a need for clearer, enforceable rules. She called for a shared public document to define standards of conduct and processes for addressing breaches of trust. The assembly did not take formal action on the item during the meeting; it was recorded as public comment for possible future consideration.
