Assembly adopts outdoor‑lighting policy and designates trail plan as working document

The Skagway Municipality Assembly voted on two policy items Nov. 6.

First, the assembly adopted resolution 25‑24R, a responsible outdoor‑lighting policy for municipal properties, facilities and departments. Members said the resolution preserves safety exceptions, permits lighting for vandalism deterrence and wildlife management, and encourages fixtures and controls that limit light spill. The measure was referred to Public Works and Public Safety during committee review and passed by roll call (6–0).

Second, the assembly considered resolution 25‑28R to adopt the Skagway comprehensive trail plan as a working document to guide trail planning, development and maintenance. Parks & Recreation proposed a small but consequential amendment to the “now, therefore, be resolved” language: it removes unilateral manager authority to modify the plan and instead requires assembly approval for substantive changes. The assembly approved the amendment and then adopted the plan as a working document (6–0). Members said adopting it as a working document would open grant opportunities and acknowledge the plan will evolve.

Both items passed without recorded opposition. The trail plan adoption followed public comment and committee review; staff said the plan will be made available online for public review and that Parks & Rec and volunteer groups will assist with implementation.
