Skagway Municipality Assembly approves resolutions, awards contracts and confirms appointments

On grants and state support, the assembly adopted Resolution 26-01R supporting full funding for the State of Alaska Municipal Harbor Facility Grant Program; Assemblymember Potter said the program addresses a statewide backlog estimating $500,000,000 in needed repairs. The assembly also adopted Resolution 26-02R to support raising the maximum Department of Transportation harbor grant award from $5,000,000 to $7,500,000 to account for inflation.
The assembly adopted Resolution 26-03R certifying that the municipality suffered significant effects in the fisheries program base year (FMA 17), with staff estimating the formula will yield $276 under the formula this year; the manager noted the community still experienced impacts despite the modest formula result. The assembly also repealed and replaced Resolution 24-06R with Resolution 26-04R to reallocate a $75,000 Royal Caribbean donation toward senior programs and facilities after civic-affairs review; Assemblymember Pomeroy said senior programming has grown and that budgeting recurring funds should be considered in the next cycle.
The body adopted Resolution 26-05R declaring local disaster conditions resulting from extreme winter weather. Potter clarified this documentation does not activate emergency powers or automatic new spending but can help residents with insurance or property-claim processes; the motion passed 5–0.
Contracts and procurement: the assembly awarded the Ward/Ore Peninsula limited-scope removal contract to Hamilton Construction for up to $666,165.90. The manager explained the work will involve excavation and sampling of roughly 100 cubic yards of sediment; if contamination is greater than anticipated the assembly may need to return to amend the contract because disposal costs for contaminated material could be substantially higher. The assembly separately approved a not-to-exceed $144,407 contract for construction-management and support services with KPFF and Anchor QEA; finance noted the project budgeted $800,000 and hourly billing may not reach the total contract authorization.
Health and appointments: the assembly approved a letter of support for the Rural Health Care Transformation funding proposal (assembly members referenced a $272,000,000 statewide program fund figure) to help clinics providing emergent services that cannot bill at hospital rates. The assembly confirmed mayoral appointments and removals to boards, commissions and committees by roll call (motion passed 5–0).
Licensing and other votes: motions to protest certain liquor-license renewals failed (Station Bar and Grill protest motion failed 5–0), the assembly postponed consideration of a new Alaska 360 application to the second February meeting to allow planning-and-zoning review, and a motion to protest Liarsville’s renewal also failed.
