Assembly clears first reading to repeal decade-old senior center bond authorization

The Skagway Assembly introduced and approved first reading of Ordinance 26-01 on Feb. 19, a measure to repeal Ordinance 2016-15. That 2016 authorization had allowed issuance of general obligation bonds for a senior center and apartments but the bonds were never issued and committee members said the project stalled as costs increased.
Vice Mayor Potter provided background: the earlier public vote narrowly approved use of the old clinic site for a senior center and seven apartments, and estimates later grew to $6–7 million. Assemblymembers said the project did not proceed, community support had waned, and a different senior facility is moving forward at another location. Bond counsel recommended the repeal to clear legal uncertainty and allow the municipality to use the site for other purposes.
Assemblymember Waddell and others emphasized the repeal does not change current senior housing plans and that removing the residual restriction will allow future options for the parcel. The ordinance passed its introduction/first-reading vote on roll call (5 yes; recorded as motion passes).
