Skagway Assembly approves Welcome Garden design but drops fountain and gravel path

The Skagway Assembly voted Feb. 19 to approve the Welcome Garden conceptual plans as the basis for completing design work, with an amendment that sets the project amount at $247,300, excludes Alternative 1 (a fountain) and Alternative 2 (a gravel approach) and affirms a ‘‘welcome’’ theme in future planning.
Assemblymember Waddell moved and Assemblymember Hillis seconded the amendment that specified the dollar amount and excluded the two alternatives. Committee reports and public testimony had recommended omitting the fountain and gravel path; Parks and Rec members and others said the alternatives either bisected lawn space used for community events or added plumbing and ongoing maintenance costs. The assembly-approved amendment passed on roll call (6 yes).
Deputy manager Kamika confirmed the project remains at approximately the 35% design stage and noted the two excluded alternatives had significant additional costs (the fountain was shown in the packet at $120,700; the gravel path at $12,000). Assemblymembers said they supported keeping the welcoming theme (examples discussed included multi-language welcome bricks) while moving forward with a plan that avoids the higher-cost features.
The motion as amended provides direction to staff to proceed with detailed design within the approved budget and to return with any future design adjustments if costs or program elements change.
