Deputy manager Kamika told the assembly the total Main Street reconstruction concept is roughly $36,300,000 and that the application being pursued in this round is for planning and design only, budgeted in fiscal years 2027–28 for about $4,000,000. Kamika said staff recommended including a local match because reviewers had advised that offering some match improves the chances of winning a BUILD award, even though rural communities are not required to provide matching funds.
Finance had reviewed the request and recommended that the assembly approve a 20% match. The deputy manager said the municipality would likely spend about 60% of the match in 2027 with the remainder in 2028; Kamika noted the grant selection would be announced no later than June 28 and that an award would lead to an obligation of funds in the following year.
Assembly members framed the vote as a strategic step to improve competitiveness for federal funding. The resolution passed on roll call (6 yes).
If the grant is awarded, the match commitment would obligate local budget planning in FY2027–28; the assembly did not specify precise internal funding sources in the meeting record.
