Measure M update: roofs replaced, cameras installed and state ventilation grant canceled

The district's Measure M project manager presented a status update on capital improvements on Oct. 9, detailing completed roofing work, fencing schedules and district‑wide camera installations.
Samra Zwady, director of SAB Management Corp., told the board Measure M crews have completed roofing work at multiple elementary sites (Wildrose, Clifton, Monroe and several others) and replaced HVAC panels where needed. She said two roofing projects — work at Monrovia High School and Mayflower Elementary walkways — were deferred to summer 2025 because of seasonality and to avoid rain delays.
Zwady confirmed the district's security camera rollout district‑wide is finished, with cameras installed at elementary, middle and high schools as well as administrative offices. Principals, selected site staff, the IT department and, in certain circumstances, Monrovia Police Department staff have access to feeds; the district said access is tightly controlled and that some staff can view camera feeds on phones for real‑time situational awareness. Vape sensors generate automated alerts, staff said.
On grants, Zwady said the district received the first phase of a CalSHAPE ventilation grant that supported assessment and maintenance of HVAC units, but the state later "abolished the program" and did not move to full award for HVAC replacements. The district did receive a plumbing portion of the CalSHAPE funding and expects plumbing fixture installation to start Nov. 6; gas company partners provided no‑cost water heaters for sites and installation was near completion.
Board members asked whether alarm contractor Blackwater remains under contract and whether alarm dispatch could be linked to the camera system; staff said Blackwater responds to burglary/alarm events but is not currently integrated with the camera system; the board requested a follow‑up report about the Blackwater relationship and recommended an MOU if camera access is extended to outside responders.
Zwady said state modernization funding (if a future bond or state program passes) would require site design work now to preserve the district's place in possible funding queues. She encouraged the board to authorize planning steps so the district can line up for future state funds when available.
