Union representatives and parents pressed Monrovia Unified school leaders on June 24 about the district’s handling of an after-school services contract, arguing the board should not approve any extension that would circumvent a memorandum of understanding with district employees.
Brianna Kohler, speaking for Monrovia chapter 20 of the California School Employees Association, told the board that a proposed extension of the Boys & Girls Club contract to 2028 would violate the district’s MOU and state requirements. "We demand the district honor the 2026 deadline," Kohler said, and urged bargaining, competitive bidding and transparency.
Parent Amy Martinez asked for clarity about the contract’s posted flat rate and whether the procurement had been publicly bid. Martinez said the agenda initially displayed a three-year contract and asked when and how bids were solicited.
District staff and administration responded that the three-year term on the originally posted agenda was an error and that the item had been corrected to a one-year MOU before the meeting. Staff said the Boys & Girls Club agreement now before the board covers Aug. 13, 2025, through June 30, 2026, and explained that some procurements do not require a separate bidding process. Staff also committed to supply additional documentation and a written explanation of health/medication access procedures for external providers by the board's next meeting on June 25.
Despite the objections, the board approved the one-year agreement with the Boys & Girls Club of the Foothills by recorded motion.
Why it matters: Union objections raised questions about district transparency and compliance with existing MOUs and labor agreements. The promised follow-up materials and the board’s decision to approve a single-year agreement frame the next steps for both district staff and union negotiators.
At the meeting: Speakers included Brianna Kohler (CSEA representative), Amy Martinez (parent), Dr. Zamarripa (Ed Services presenter) and board members who pressed staff for clarity; staff committed to produce a public set of protocols and contract details at a June 25 follow-up.
