Monrovia Unified approves positive fiscal certification, multiple partnerships and contracts

The Monrovia Unified School District board on Dec. 19 approved a positive certification for its first interim financial report and voted unanimously on several contracts and memoranda of understanding, including teacher professional development, student workshops and community partnership agreements.
Dr. Giro, presenting the first interim report, told the board the district's revenue projections were about $2,370,000 higher than the adopted budget while projected expenditures increased by about $2,730,000, leaving an ending fund balance projected to be roughly $2,750,000 lower than earlier estimates. He said the district expects a projected ending fund balance of $18,600,000 for the current year and $15,010,000 for the following year and recommended the board approve a positive certification so the district can meet its financial obligations for 2024-25 and the subsequent two fiscal years.
Board members asked for more detail about the district's FPM (financial and performance monitoring) findings and requested that the report and an explanation be brought forward at the next meeting. One member noted the governor's January budget presentation will affect COLA and revenue assumptions and asked staff to return with updates after that release.
On action items, the board approved by recorded votes or voice votes (typically 5-0) the following: a $4,800 Ignite to Unite workshop for Monrovia High School (Title IV funds) to train student leaders; a memorandum of understanding with the California Association for Bilingual Education to support dual-language programming; an agreement with the Los Angeles County Office of Education STEM unit for secondary-focused science interim assessment professional development; memoranda with Familias First to deliver RBT training at the Monrovia Community Adult School (effective 12/19/2024–06/30/2027) and with Human Good Affordable Housing to provide ESL classes to senior residents; an amendment to roofing contracts under Measure MM to resolve contractor delays; and a memorandum of understanding with the Monrovia Teachers Association on camera use for investigations. The board also approved personnel items including management salary reallocations, compensation and release agreements, and an interim assistant superintendent of business services contract.
The board recorded formal votes on many items; for example, the roll call on authorization of certificates to the Los Angeles County Office of Education carried 5-0, and the motion to approve the first interim positive certification passed 5-0. Several presenters emphasized that the budget is a living document to be revisited through the year and that further updates will follow the governor's budget.
