Council considers multiple reappointments and questions airport authority representation and waivers

Erie County's finance committee considered a slate of reappointments and appointments on March 5 and debated whether a waiver was required when nominees do not live in the appointing member's district.

Items included the possible reappointment of Mary R. Howells to the Erie County Library Advisory Board (term correction noted to expire 12/31/2028), the appointment of Angela McNair to the Erie County Community College board of trustees, and the possible appointment of Benjamin Wilson to the Erie Regional Airport Authority (term to expire 12/30/2030). One committee member noted the airport authority's governing documents do not clearly define district representation and recalled that the county had previously contributed sizable capital to the airport project; that member said the county's financial contribution supported having county appointments on the board. Another member said that, by the airport's documents, the county has four appointments but the documents do not require those appointees to come from specific council districts.

On the question of waivers, a member said, "I actually just don't think it's required, although it doesn't hurt," in reference to seeking a waiver when a nominee resides outside a member's district. The committee also reviewed the possible reappointment of Sarah L. Bennett (agenda language to be corrected to show the proper expiration year) and the proposed appointment of Lynn Twilley Darby to the transit authority, where a member noted Darby does not live in the district she would represent and asked that the record clarify the district alignment.

The items were discussed and the committee asked staff to check the administrative code and any prior resolutions or MOUs that determine district representation and appointment procedures; no final votes on the appointments were recorded in the transcript.
