Board member Willis on Tuesday asked the City of Cape Canaveral Community Redevelopment Agency to explore setting aside a percentage of CRA grant funds specifically to support veterans.
"I'm requesting that we explore the feasibility of allocating a certain percentage specifically for our veterans," Willis said, noting the city's sizable veteran population and asking whether the board would be amenable to creating a priority within existing grant programs.
City attorney Anthony cautioned the board that social-program preferences can be legally complicated under the CRA Act and that any formal preference must be defensible as a bona fide redevelopment activity. "Social programs are very fraught with problems under the CRA Act," he said, and added that changes to application criteria would need to come back to the board for approval.
Board members offered a range of views. Vice chair Kellum said he supported setting money aside for veterans but worried about appearing to "pick winners and losers." Board member Jackson said the board should check the legality and noted that if allocated funds were not used they could be released for other applicants. Several members suggested administrative steps that could increase veteran participation without creating a formal legal preference: targeted outreach, adding scoring points in the application for veteran-owned businesses (as had been done previously for women- or minority-owned firms), and clearer application materials.
Staff and the board agreed on next steps: staff will streamline and consolidate application forms, increase outreach specifically to veterans and veteran-owned businesses, check whether a Florida list of veteran-owned businesses can aid outreach, and return to the board with recommended criteria or a legal memorandum on options. No formal vote was taken on establishing a reserved percentage for veterans during the meeting.
The board approved the meeting agenda and consent minutes earlier in the session; the veterans item was discussed but left for staff follow-up.
