Monroe County approves FAA master-plan grant and related appropriations for airport projects

The Monroe County Council approved multiple airport-related appropriations and fund transfers on April 9 after hearing an operations update from airport manager Michael Laverty.
Laverty described a busy weekend for the Monroe County Airport during the solar eclipse and then requested three separate actions: $70,000 in additional appropriation to refurbish an operations and maintenance facility (roof repairs, windows, HVAC, restroom and new training space); creation of a new Airport Infrastructure Grant fund with a requested $570,770 appropriation tied to a Federal Aviation Administration (FAA) master-plan grant; and a fund-to-fund transfer of $28,539 to cover the local match portion of the FAA grant (the county commissioners previously approved the local match).
Laverty said the FAA master-plan study will chart the airport’s next 18–36 months of work and help position the airport to pursue larger capital grants. He described the grant as performance-period based and noted it is primarily funded by the FAA with a 90/5/5 federal/state/local share. He also explained that the master plan will include survey, engineering and flying instrument-approach verification work.
Councilors asked clarifying questions about timing and the scope of the master plan. Council approved the additional appropriations and the fund creation by roll call; the transfer to cover the local match was also approved in a subsequent roll call (motion outcomes recorded on the transcript).
