Tom Adams, Karen Chapman to draft minority report urging fuller review of resilience to extreme weather

Tom Adams and Karen Chapman told the San Mateo County Charter Review Committee that they will prepare a minority report asking for a fuller presentation to the Board of Supervisors on resilience to extreme weather.
"The single most important public safety measure that San Mateo County is facing," Adams said, describing the subcommittee decision as narrowly decided and announcing the minority report that members may sign onto. He said the report should be attached to the committee record when completed.
County counsel Brian said the committee can note the members’ intent in the minutes and that he would work with the two members on how the report may be agendized consistent with the Brown Act. "It'll be reflected in the minutes, and I can work on making sure that...we can talk about how this can be done consistent with the Brown Act," Brian said.
The announcement came during a roll call and after a motion to approve the Feb. 17 minutes; the chair subsequently called the minutes passed. Adams said the earlier subcommittee vote on the resilience question had been close and that he and Chapman intend to circulate a draft minority report to committee members for review and for others to sign on if they wish.
The committee did not vote to adopt the minority report at this meeting. Brian told members the committee has discretion to take up additional issues but that any formal recommendation to the Board of Supervisors should follow the committee’s established agenda and meeting-notice requirements.
Next steps: Adams and Chapman will circulate the draft minority report to committee members and ask that, when finalized, the report be attached to the committee record and forwarded with the charter review materials to the Board of Supervisors.
