The Daytona Beach CRA approved a third amendment to the Esplanade development, maintenance and lease agreement that raises the annual contribution for maintenance from $800,000 to $1,200,000 for fiscal 2025–26 and authorizes the mayor and city clerk to execute the amendment.
Staff described the amendment as an increase to the annual contribution and said the authorization would allow execution of the modified agreement between the city, the CRA and the Brown Riverfront Esplanade Foundation Inc. The amendment also contemplates additional increases in future fiscal years as described in the agreement.
John Nicholson spoke during public comment, acknowledging the project's benefits to downtown but warning about the escalation in program cost: he traced the project from an early figure he described as $400,000 to current amounts and asked commissioners to monitor clauses that tie maintenance payments to CRA revenues, saying, "There's something about that I'm sure you've gotta look at."
Commissioners voted 6–0 to approve the third amendment. Staff and commissioners discussed the need to monitor long‑term maintenance obligations and to ensure public benefit in future years.
