Commission staff told members that terms for three regional commissioners end Dec. 31, 2025 under a statutory change to staggered four-year terms, and recommended scheduling regional meetings and elections in September'November to allow commission appointment action at the November meeting.
Members debated meeting format and several said hybrid or in-person meetings would improve local engagement while retaining remote access to broaden participation. "In person is wonderful... Zoom gives you a bit more of a chance to do that," staff said when summarizing past experience.
After a quorum was reached, the commission approved the minutes and agenda by voice vote; Anne Lewis moved the motion and David Kelleher seconded. Staff noted that some appointments to the full roster remain pending and advised limiting substantive commission actions until appointments are complete.
Next steps: staff will begin planning regional meetings and produce a schedule and options for hybrid arrangements ahead of the fall election cycle.
