Rules Committee confirms library trustee Edward Raesner and approves several mayoral appointees

Chair Chris Miller opened the session and the committee heard introductions from nominees and staff before taking votes. Edward Raesner was approved for a seat on the Board of Library Trustees after describing his community ties and Navy service. "This is something I would really like to do," Raesner said when asked why he sought the post. The committee recorded a unanimous vote to confirm him.
The committee also confirmed Evna Soneek for the Public Service Grants Council; Soneek said her background in education prompted her interest in supervising public grants and that she supports allocating public funds "with care, fairness, and clear purpose." Nicholas Harding was approved to the Health Facilities Authority after describing the board's role in issuing tax-exempt bonds for health projects; Harding told members the authority issues bonds in the name of health facilities so investors receive tax advantages. Nominee Shirley Turner, who identified herself as a survivor and described nonprofit work with Rethreaded and Arise Together, was likewise confirmed.
Committee members noted some absences among mayoral nominees: staff reported two nominees for other boards were not present and said they would consult the administration about withdrawing or rescheduling those items. The committee also approved a proclamation honoring poll workers (item 20260159); a staff representative noted poll workers will be recognized at the August council meeting.
All appointment votes taken during the session were unanimous (voice counts recorded as seven yeas, zero nays). The chair said appointees would be recognized at the next full council meeting and that, when nominees were absent, items would be deferred to allow time for coordination.
What happens next: Confirmed appointees will be placed on the full council’s agenda for recognition; staff said they will follow up on absent nominees and coordinate any withdrawals or resubmissions.
