Staff said the concept follows months of steering-committee meetings and stakeholder input; the approval authorizes the engineer and architect to proceed to 15% design and associated cost estimates.
Commissioners observed that approving the concept helps the city pursue future grant and budget opportunities; staff noted that funding has not been secured and additional steps will be required to reach construction-ready plans. A motion to approve the concept carried 6-0.
