The Enid City Commission on March 3 voted 6-0 to adopt a package of zoning changes that add accessory dwelling units (ADUs), clarify mixed-use definitions and update multiple district rules in Title 11 of the municipal code.
Planning staff summarized the changes, which include a new ADU definition, a mixed-use definition (with a MAPC adjustment from 50% to 45% in one element), clarification of yard and setback language, and new expiration rules for site and master plans (including a one-year expiration unless a building permit is submitted). The revisions make ADUs a use by right in lower-density residential zones and a use-by-review in higher-density districts, and add mixed-use provisions across several commercial districts.
Jacqueline (planning staff) told the commission the Metropolitan Area Planning Commission recommended approval with minor adjustments. The item was a public hearing; no member of the public spoke in opposition during the hearing. After discussion, a motion to approve carried 6-0.
What happens next: Staff will codify the changes into the municipal code and update permitting guidance for applicants and permit reviewers.
