Council approves security and access-control upgrades for city buildings

The Berkeley City Council on March 2 approved contracts to upgrade security systems and access controls at municipal facilities, including city hall, the library, the community center, DPW and selected park restrooms.
Facilities manager Alex Brown and staff described a phased project that will expand the card-access system already used at DPW to additional sites, add security cameras and allow staff to centrally monitor building locks and activity logs. Brown said the system will reduce reliance on keys, allow programmable access levels by employee or visitor and support after-hours events by enabling remote locking and unlocking.
Council members asked about training requirements and the potential need to operate two systems during transition; Brown said onboarding will follow installation and that the city will use the same system already in place at DPW to minimize duplication. Council member Baker asked about implementation details; Brown and staff said they expect minimal disruption during the three-week installation window and will notify departments and affected users.
The council approved the motion to authorize contracts subject to review by the city attorney and execution by the city manager.
Staff will return with final contract documents for legal review and will schedule onboarding and training for staff once the system is installed.
