The board awarded contract 2601, Kilborn Avenue Reconstruction (Indiana to Winchester), to Mueller Excavating as the apparent low bidder. S6 (Max) told the board the work will replace sanitary and storm sewers, upgrade water utility lines, replace curb and gutter and paving, and include lead‑lateral replacements under a county program. Max recommended awarding the contract with a 5.58% contingency for a total allocation not to exceed $3,110,000, funded from water utilities, sewer utilities and engineering capital projects. The board moved, seconded and carried the award.
The council also approved contract 2602 for Heather Drive reconstruction (Adar to Sylvan Way). Max said bids closed Feb. 20 and the low bidder again was Mueller Excavating, with the city authorizing a total allocation not to exceed $778,000. The Heather Drive work includes sanitary and water‑line improvements, replacement of a couple of water main valves, and addition of a catch basin at 12th Avenue north of the park to address a stormwater issue.
Several members questioned whether one contractor taking both projects would extend disruption for residents; S6 replied the contracts include flexible start dates but fixed overall deadlines (typically 60–90 days) and that different underground and surface crews can stagger work so both projects meet their completion dates. One member noted past experience where an underground crew moved from one job to another while surface crews finished prior work.
The board also authorized advertising contract 2607, a waterline extension to serve a future Parkside 0 development tied to planned Main Street reconstruction, with a preliminary estimate of $64,000 to be funded from park fees and prior engineering budget. Max said the city wants to install the line during Main Street reconstruction to avoid reopening new pavement later; bids will be solicited and a contract award expected in about six weeks.
Other items adopted on the council’s consent agenda included the extension of premise permit for Duallys to allow limited patio/front‑of‑building service dining for summer 2026 (Deputy Clerk Brianna confirmed the application was complete) and approval of a bid to replace City Hall boilers.
