Administrator circulates draft solar and battery ordinance, updates ARPA project list

The administrator provided an ARPA project update, showing awarded amounts, expenditures and remaining balances for each project and noting that three town-hall projects are active and on pace to exhaust their ARPA allocations. The administrator said one project (Wheeler sewer upgrades) appears dormant and that the Perinton sewage generator project needs follow-up to determine whether it is an upgrade or replacement.
On energy policy, the administrator said Spicer provided a template battery ordinance and the county will circulate the draft to townships, utilities (Consumers Energy, DTE), the planning commission and the drain commissioner for review. "This is the first draft that we have... I just want to keep you informed and educated on where we're going," the administrator said. He noted a state law goes into effect on Nov. 27 and that the county plans to give the planning commission a month to review and to return a recommendation, with a target to bring it to the board in December.
No formal action was requested; the item was informational and will move through the planning commission process.
