Cedar Falls council adopts sewer rehab plan, housing assessment update and campground construction approvals

The Cedar Falls City Council on March 2 approved a slate of measures that included adopting plans and an estimated cost for a 2026 sanitary sewer rehabilitation project and authorizing agreements and expenditures for housing and park improvements.
In a roll-call vote with all members recorded as voting aye, the council adopted the plan specifications and an estimated cost of approximately $319,000 for the 2026 sanitary sewer rehabilitation project. City staff described the work as installing cured-in-place liners in roughly 6,600 feet of 6-, 8- and 15-inch sanitary sewer mains and reinstating about 150 service connections, with funding coming from sewer revenue funds.
The council also approved a resolution authorizing an agreement with the Iowa Northland Regional Council of Governments to update the city’s housing assessment. Councilmember Fairbanks asked why the council needed a new study when a prior housing study existed; staff said the new work is a streamlined update focused on current housing starts and numerical demand estimates rather than a full community-engagement process.
On park improvements, the council approved an agreement with Ackerson Masonry to perform masonry work for the Big Woods Campground restroom and shower house and approved separate expenditures for building materials, including a corrected item amount noted by the clerk. City staff described the overall project budget as $300,000, funded by a combination of a $150,000 DNR grant, a $50,000 donation and $50,000 contributions described as coming from both the county and the city.
Other routine business included adoption of Ordinance No. 3140 (amending Chapter 5 on possession/consumption in public space and public intoxication) on second consideration, approval of consent calendar items 4–7, passage of resolution calendar items 8–27 (with separate consideration for 14, 19 and 20), authorization of bills and claims for March 2, and adjournment. Where roll-call tallies were read, the clerk recorded all members voting aye.
