Sunbury delays JR Smith Park ground work; staff seeks EDG inspection contract

The Sunbury Parks and Recreation Committee heard on March 4 that work at JR Smith Park will not begin immediately after the contractor was awarded the job. Ms. Odabrowski, parks staff, said contractor 2K General plans to mobilize the week of March 26 after a permit needed to begin breaking ground was delayed.
Ms. Odabrowski said the city will ask the City Council to approve a contract for contract administration and construction inspection with Environmental Design Group (EDG), the firm that inspected the Columbus Street parking lot. "They will do the inspection from a daily, quality perspective, but also to make sure the materials and everything that is provided from the suppliers is correct and compliant with the plans," she said.
Staff estimated the EDG agreement at just under $200,000 for a six-month duration. Committee members discussed timing for council action and recommended introducing the contract at tonight’s meeting and asking counsel to act at the next council meeting (two readings), rather than moving forward with immediate execution, given the revised start date.
A committee member described EDG’s role as the city’s owner’s representative: "They're on-site to make sure we're getting what we paid for," the member said, noting EDG’s technical familiarity with materials and construction methods that city staff may not routinely inspect.
No formal council vote on the EDG contract occurred during the committee meeting; staff will forward the contract for council consideration and the committee suggested two readings to align with the contractor’s rescheduled mobilization.
