Renovation enters third phase; presenter says services shifted off-site with short-term revenue impacts

Officials and project representatives reported the county renovation has moved into its third phase, requiring more of the building to be taken out of service temporarily and prompting operational adjustments.

A presenter told the committee the first two phases removed about a third of the building from operation and "the third phase takes out roughly half of the building," which required "a little more of our census reduction to accommodate that." The presenter said the facility has kept the same number of beds available but reduced on-site occupancy at times to preserve space for residents to move and to ensure dining services function safely.

To maintain services during construction, the presenter said the county has used off-site supports, including the City of Bloomington kitchen and the jail's laundry facilities, and that the team has performed dietary and laundry services off-site so far. The presenter noted census has recently trended upward and officials anticipate stronger revenue in the coming months, but acknowledged short-term revenue impacts related to the construction work.

On correctional health, Alana Strum of Advanced Correctional Health Care told the committee there were no action items but reported continuing chronic care treatment in custody and a decrease in sick call volume on many mornings.

Committee members thanked staff and contractors for their work during the renovation and moved on to schedule the next meeting.
