The Keene City Council approved several routine and substantive items during its regular meeting, including committee recommendations and an adopted resolution on veterans tax credits.
Minutes and nominations Councilor Mitchell H. Greenwald moved to adopt the minutes of the Feb. 19, 2026 meeting; Councilor Thomas F. Powers seconded and the motion carried unanimously.
Nominations from the mayor for alternate committee members (Sally Reinhart for the Airport Development & Marketing Committee and David Mast for the Bicycle/Pedestrian Path Advisory Committee) were read by the clerk and held (tabled) until the council's next regular meeting.
Cedar Crest PILOT recommendation On a 5–0 vote the Finance, Organization & Personnel Committee recommended the city manager be authorized to negotiate and execute a payment-in-lieu-of-taxes (PILOT) agreement with Cedar Crest Inc. The recommendation—moved on the council floor by Councilor Powers and seconded by Councilor Bettina Chadbourne—described a proposed pilot arrangement, with Cedar Crest identifying the fire department as a recipient for pilot funds to cover class A uniforms. The manager said the proposed PILOT being discussed would be negotiated and its terms finalized by the manager.
Veterans tax-credit resolution adopted The finance committee recommended adoption of Resolution R-2026-07, a measure relating to service-connected total disability veterans tax credits, with an effective date of April 1, 2026. Councilor Chris E. Roberts requested to be recused from consideration and the recusal was noted. Councilor Powers moved adoption; he explained recent statute changes reduced a $300 credit for some veterans and said the assessing department recommended setting the credit at $4,300 to restore that amount. The council adopted the resolution by recorded voice, stated in the meeting as "motion carries 14 to none."
